The cause of the accident was 63.6% due to lack of personal protective equipment or lack of face protection, and 36.4% due to lack of workplace safety management. Wages in the pre-accident period vary from year to year, but current incomes have fallen by a factor of two to three. The average monthly allowance is MNT 561,000 mostly living on allowances.
